I suppose you could say it's a case of blaming the victim for the crime... or the victim blaming himself for it. His brother was the murderer, but he was the one who brought about the murder. He was the one gloating and taunting his brother into committing the crime. So who's more at fault? In the story, Cooper says the one doing the taunting is more guilty than the murderer.
